How Much Vape Liquid Can You Bring Into the UK?

When travelling into Great Britain — England, Scotland or Wales — from another country, you can bring up to:

50ml of vaping product without paying UK duty and/or tax.

The allowance is for products you’re bringing for your own use or as gifts. If you’re bringing products into the country to sell or receive payment for, they’re considered commercial goods instead.

It’s also worth remembering that these rules apply to Great Britain. Northern Ireland has different arrangements.

What Changes on 1 October 2026?

This is where things become particularly important for adult vapers travelling to the UK.

From 1 October 2026, the new Vaping Products Duty (VPD) applies to vaping liquid.

And it’s not limited to nicotine e-liquid.

The guidance says the duty applies to vaping liquid with or without nicotine, whether the liquid is inside a prefilled vaping device or carried separately as e-liquid.

If you bring in more than your allowance, you’ll need to declare it and pay the applicable duty and tax on the full amount, not simply the amount over the allowance.

What Does the 50ml Allowance Mean?

Think of it as the total amount of vaping product you’re bringing with you.

For example, if you’re carrying several prefilled vaping products, it’s worth checking how much liquid each one contains and working out the combined amount before travelling.

If the total stays within the stated 50ml allowance, it falls within the vaping-products allowance.

If you go over the allowance, you’ll need to declare it.

It’s a small calculation before travelling that could save you confusion when you arrive.

Do Prefilled Pods and Vapes Count?

Yes. This is an important detail that can easily be missed.

The guidance specifically says Vaping Products Duty applies to vaping liquid contained within a prefilled vaping device, as well as vaping liquid carried separately.

So don’t just count the bottles of e-liquid in your luggage.

If you’re travelling with prefilled vaping products, the liquid inside those products matters too.

Can You Use Your Unused Tobacco Allowance for More Vape Liquid?

No.

Vaping, tobacco and alcohol allowances are separate.

For example, deciding not to bring cigarettes doesn’t mean you can use that unused allowance to bring additional vaping products instead. The same applies to alcohol.

The customs guidance specifically states that these allowances cannot be combined.

What About Heated Tobacco?

Heated tobacco is covered under the tobacco allowance rather than the vaping-products allowance.

The guidance currently allows travellers to bring in 200 sticks of tobacco for heating, or one of the other listed tobacco allowances, such as 200 cigarettes, 100 cigarillos, 50 cigars or 250g of tobacco.

So if you use heated-tobacco products, don’t assume the 50ml vaping allowance applies to them.

What Happens If You Bring More Than the Allowance?

Going over the allowance doesn’t mean you simply ignore the extra amount.

You need to declare the goods and pay any tax and duty that is due.

Travellers can make a declaration and pay the amount due using HMRC’s Online Service for Passengers from 120 hours before arriving in Great Britain.

Another important point is that tax and duty can apply to the full amount in the category you’ve exceeded, rather than only the amount above your allowance.

And if goods over the limit aren’t declared, Border Force may seize all of the goods being carried within that allowance category.

So if you’re unsure, declaring your products is much safer than simply hoping they’re within the rules.

Which Customs Channel Should You Use?

Once you arrive, the process is fairly straightforward.

The green channel is generally for travellers whose goods are within their allowances, aren’t banned or restricted, or have already been properly declared online where required.

If you have something that needs to be declared, you should use the red channel or red point phone.

If you’re not sure which applies to you, check before travelling or speak to a Border Force officer when you arrive.

Is There an Age Requirement?

Yes.

According to the customs guidance, the personal allowances for alcohol, tobacco and vaping products are only available to travellers aged 17 or over.

Anyone under 17 bringing these products into Great Britain must pay tax and duty on the full amount.

This is a customs allowance and shouldn’t be confused with the separate rules covering the legal sale of vaping products in the UK.
